Mexico, despite what you might hear, is a relatively safe place. There is crime and there are some dangers, but it is a very safe place for business. Like anywhere in the world, there are some safe areas and some that are more dangerous, but we take pride in the country of Mexico and feel as safe as anywhere we have been.

Though a Shelter is not required to operate in Mexico, it is very difficult to operate without one. The process to acquire the documents needed to operate, especially for cross border operations, can be a year or more if at all. The challenge is to be able to acquire these permits, you actually need to be operating, it is a catch 22 in some ways. A shelter is certainly the easiest way to operate smoothly in Mexico.

A Maquiladora is a company in Mexico that allows other entities to operate under its legal stature.  In most cases the Maquiladora has one or more clients and handles a large part of the production, to transport of their clients goods.

The reason the IMMEX or maquiladora program avoids taxes is because it allows for the temporary import of goods into Mexico for the sole purpose of labeling, manufacturing, sorting, etc and then re export of the same goods back to usa.  This process, with proper permits, is complete tax free.  It does involve some costs as far as customs brokerage and logistics, but federal taxes and duties are 0.
